Degrade warning in InDetIterativePriVxFinderTool

Warning about reaching the maximum number of iterations/reconstructed vertices is too excessive if the limit is low; for HI reconstruction, this limit is only 1.

If the number of reconstructed vertices is above this limit, then it's time be worried and Warning is appropriate.
