Muon trigger CA migration of InDetCandidateAlg

Savanna Shaw requested to merge sshaw/athena:trigmuindetcand-ca into master

Switching the InDetCandidateAlg config to the CA version for the muon triigger (ATR-25086) and deleting the extra configuration for the hole search tool (it's now done properly in the CA based config).
