LAr calib fixes for SC in CA config

Pavol Strizenec requested to merge pavol/athena:LArCalib_fixes_newConfig_SC into master

This should bring few fixes to allow new DT calib. data processing with new CA config. Plus migration of two dumpers to master. Code is not used in standard reco, only in LAr calibration data processing.
