Update CaloCalibTools and CaloCalibUtils to match code in use

@mwessels and me were cleaning up legacy L1Calo calibration code and automated routines. The latter was using the packages TrigT1CaloCalibUtils and TrigT1CaloCalibTools which were also continuously updated, however, not committed since quite some time. The code is in use since 2018. We want to bring these packages in athena/gitlab up to date with all the changes that were smoothly running for a couple of years in our routines.
