ATLASRECTS-7546 : TauProcessorAlg try to avoid clone/allocations

ping @martindl (also let me ping @ssnyder , it seems the Calo code supports CaloConstCellContainers in the tools quite nicely).

The idea is to use the CaloConstCellContainer [https://acode-browser1.usatlas.bnl.gov/lxr/source/athena/Calorimeter/CaloEvent/CaloEvent/CaloConstCellContainer.h]

After it gets written can be retrieved as a std DV . Also the "finalizer" has an equivalent interface ...

I will let the CI (especially the FT0 tests) test it, in case is that "simple" (aka tested it compiles but not did not run the tests)
