Do not configure EMB or EMEC frozen showers in the case that we only want FCAL frozen showers

John Derek Chapman requested to merge jchapman/athena:EMBEMECFrozenShowers_main into master

In "FullSim" production jobs we only run Frozen Showers in the FCAL, but it was also being enabled for the EMB and EMEC, then not used. This merge request cleans that up, so that Frozen Showers are only enabled for EMB and EMEC in the specific case that they are request (i.e. not in production configurations).
