Centralize LLP electron ID configuration

Jonathan Long requested to merge longjon/athena:centralize_LLP_eID into 23.0

This removes hard-coded electron LLH configs in various places and moves the configuration to one place as is done for the standard LLH electron ID. This does not change the resulting configuration (that will be done separately). Introduces four LLP working point names in the LLH enum: VeryLooseLLP, LooseLLP, MediumLLP, TightLLP and four in the working point mapping VeryLooseLHElectron_LLP ... TightLHElectron_LLP.
