Fix beamspot decoration in muon track monitoring

Fix beamspot decoration in muon track monitoring. Only BS inputs need that, all POOL inputs will always have it (MC RDOs or all ESDs or AODs).

It is actually assumed to be already decorated centraly but maybe global monitoring bypasses some stuff due to wrapping (thus adding a TODO).

Fixes ATLASRECTS-7544.
