ATR-27096 / ATR-27142 - Adding lhvloose test chain for LRT to Dev Menu / Remove obsolete Photon+Tau Phase 1 Chain from Physics menu

This MR adds the following three test chains to the Dev Menu:

HLT_e30_lhvloose_nopix_lrttight_L1EM22VHI
HLT_e30_lhvloose_nopix_lrtxtight_L1EM22VHI
HLT_e30_lhvloose_nopix_lrtvxtight_L1EM22VHI

And removing this chain from Physics:
