add FTAG3 for g->bb calibration (AFT-637)

Merged Ligang Xia requested to merge ligang/athena:ftag3_23p0 into 23.0
  • FTAG3: lepton filter (>=1 muon with pt>5GeV) , jet skimming (>=1 UFO jet with pt>150 GeV) and trigger skimming
  • Rearrange the structure of FTAG1 for better consistence between FTAG1 and FTAG3
  • Remove legacy FTAG1,2 and FtagCommon
