Drop kwargs from Tracking CA configs: SiClusterizationTool

The Tracking Common Component Committee recommended to drop the use of kwargs arguments in tracking CA configs in favour of explicit arguments. See ATLIDTRKCP-454

This MR starts implementing this for the SiClusterizationTool configs. Also addresses an unmerged CA in Trig_SCT_ClusteringToolCfg, relevant for !61689 (merged)

Checked to leave unchanged Run 3 and Run 4 outputs.
