Another attempt to fix beamspot decoration

Another attempt to fix beamspot decoration (ATLASRECTS-7544).

This time I wrap CA version in RecExCommon and disable beamspot decoration for Online like done in legacy config. This also means it is disabled in muon track algorithm.

Note that I'm testing this in parallel, but opening to make sure the CI runs fast.
