Including inefficiency plots and protection against precale rates

This merge request is to update the e/g offline monitoring, including:

  • ATR-26718 : Protection against prescale rates for prescaled electron chains (computing properly efficiency plots);
  • ATR-26002 : Creating inefficiency plots in the Expert folder to help identify event rejection at each triiger step .
