solve issue on ACTS CKF ART test
This should fix the phi disaster we see in https://atlas-art-data.web.cern.ch/atlas-art-data/grid-output/master/Athena/x86_64-centos7-gcc11-opt/2023-03-24T2101/InDetPhysValMonitoring/test_run4_acts_ckf_mu100GeV/dcube_last/
It looks like that syncing the phi definition with what we have in ACTS causes this.
