Separate legacy and phase 1 triggers in data quality web display

This merge request modifies the L1Calo data quality monitoring web display to accommodate small organizational changes to the output histograms made in MR !61542 (merged). The major change is the separation of phase 1 and legacy triggers, just to make data quality checks more organized.
