Do not use flags in PixelGeoDB

Merged Tadej Novak requested to merge tadej/athena:pixel-geo-db into 23.0

Do not use flags in PixelGeoDB:

  • the IBL check seems redundant so just remove it
  • also remove the SLHC flag as it was included in this check
  • reorganise the code a bit to not do redundant DB queries
