Clean up of IDPVM CA configs

Merged Thomas Strebler requested to merge tstreble/athena:IDPVM_CA_Cleanup into 23.0

General clean up of IDPVM CA configs. Include in particular:

  • fix for unmerged CA
  • drop of import from InDetPhysValMonitoring.ConfigUtils, removing dependence to legacy flags (/cc @tadej)
  • drop of createExtendNameIfNotDefaultCfg, which was anyway not updating any name
  • generic autopep8 style update

No functional change introduced.
