JiveXML: Remove centos9 CMake check

Remove the CMake package build check for ATLAS_OS_ID=centos9 in JiveXML which was introduced in MR !55224 (merged). This check will not work anymore when we eventually switch to el9 instead of centos9 as a OS platform string.
