Fix un-merged CAs in trigger menu generation (for muons and muonTLA)

Using @tbold branch that raises error when a un-merged CA is deleted, see !61689 (merged), I fixed some failures in the muon code: avoid to use @AccumultorCache when a function does not return a CA. This is reshuffling the functions accordingly, not changing any functionality. Referring to https://its.cern.ch/jira/browse/ATR-27216. Tagging @sshaw and @cantel
