Revert "Merge branch 'nswDcsCondAlg' into '23.0'"

This reverts merge request !61547 (merged)

!61547 (merged) was found to cause differences in AOD and ESD outputs for muons, which were not discussed or expected. We need to revert the MR urgently to build a release for Tier0 processing. The changing MR can then be and redone properly, understanding and either removing or approving the differences.

EDIT: updated description when we got final confirmation that the MR to be reverted was indeed the culprit for the changes we saw.
