Script to dump LAr Electronic Calibration to ntuple

This MR introduces a CA-base replacement of the old-style LArCalorimeter/LArCalibTools/share/LArCommConditions2Ntuple.py jobOptions. Notes:

• Works only once !62159 (merged) !62163 (merged) and !62167 (merged) are merged
• Not tested on SuperCell conditions
