fix TrigL2MuonSA config for muoncalib

Yohei Yamaguchi requested to merge yoyamagu/athena:are-27273 into 23.0

As pointed out on ATR-27273, muon calibration stream was wrongly turned off by !60969 (merged). This MR is fixing the issue to enable muon calibration for muoncalib chains. tagging @sshaw , @okumura and @vippolit
