Update L1Calo eFEX tau RoIs to accommodate BDT score and version bit

Based on @watsona 's implementation of the eFexTauRoI EDMs to accommodate the BDT field and TOB/xTOB version field. The schema doesn't change.

AFAIK this is not the final version of the EDM, but to be able to merge l1calo Phase-I tau performance analyses in L1CaloAODAnalysis package which rely on this EDM, it's much easier to have these changes in the main branch.

Also, this is in preparation for a future merge of the eFEX tau BDT algorithm.
