Use blind data handles for feature access

Replaces the raw storgate retrieves with wrapped blind data handles. Presumably will have essentially zero impact on the code other than simply wrapping the retrieves with lots of additional somewhat unecessary code.

Should presumably fix ATR-27284, although in reality it is functionally no different.
