Add STANDBY state in PIXEL/DCS/FSMSTATE into PixelDCSCondStateAlg (ATLASRECTS-7580)

In order to remove the warning messages for 2023 data run, need to add STANDBY state in PixelDCSCondStateAlg.

This change should not affect any CI tests.
