Analysis algorithm for CPU studies for seeding

Adding analysis algorithm for measuring CPU for ACTS seeding tools (Default and Orthogonal) and the athena seeding tool. It allows to save CPU evaluations in a root output. Can be extended with production of histograms for the different monitoring groups.

Also updating configuration of the ACTS seeding tool, and saving relevant data to be read in the analysis algorithm.
