Adding the correlations keyword in Powheg fourtops process - AGENE-2128

The correlations keyword is missing in the Powheg fourtops process. According to Tomas Jezo this is a problem when it's not present in the powheg.input card, so it's now added in our interface. It is exposed to the ATLAS user as correlate_top_decays, and its default value is 1 (so correlations between top decay products are taken into account by default).
