TileTBRec+TileRecUtils: Switch off FELIX data in h1000 ntuple by default

Algorithm to produce h1000 ntuple from TestBeam data has been modified to switch off FELIX data by default (since they are not always available now) and to save third cherenkov counter into ntuple for TB2022 and to remove old code for saving FELIX data into ntuple.

Configuration of Tile raw channel maker has been updated to allow reading OFC from DB for different number of samples.
