Adding legacy UPC triggers, without ZDC

Implementing part of HI UPC triggers requested in ATR-22067, without L1 ZDC, to test the HLT performance in the next reprocessing. Alignment of HeavyIon changed to MinBias to overcome the error in ChainMerging related to EmptyMbts step (first implementation of combined MB+HI chains).
