Modify Jet Trigger Efficiency Algorithm for gfex trigger emulation
Modified the L1calo jet trigger efficiency monitor algorithm to use greater than or equal to, and less than or equal to when determining if jets satisfy the minimum pt and maximum eta thresholds. Modify how gfex trigger decision emulation is run. Instead of choosing the leading gfex tob, we now select the gfex tob with the smallest delta r to the leading offline jet.
