ISF_FatrasConfig.py: Fix for unmerged ComponentAccumulator instance

In fatrasSimHitCreatorMSCfg, CollectionMergerCfg was being called for all possible muon sub-systems, but only being merged for those sub-systems present in the current geometry (i.e. skipping merging for either CSC or sTGC+MM).
