Fix public tools assigned to private ToolHandles

Walter Lampl requested to merge wlampl/athena:configFixes_23.0 into 23.0

As discussed in ATLASRECTS-7597, I discovered two AlgTools declared as public in the configuration but assigned to private ToolHandles. This MR remove the (unused) public instances of these tools.
