setting up flag to avoid d0 and z0 cut for PhysLite, default remains apply cut

I have set up a flag to avoid the d0 and z0 cuts to be run by default for PhysLite, as discussed in ! 61723. Does this look ok to you @krumnack? Adding on @tadej, @gwatts, @hrussell and @zmarshal. I did a simple test for H4l bkg which writes events without d0,z0 and saw a one event change. I will check more carefully later that this works properly. Can also be done differently.
