ATR-26410: Photon+MET mT chains to Physics

FYI @bcarlson, and thanks for the validation results.

Noting here that I have moved only the g50_tight chains with pfopufit from Dev to Physics, and added the Phase-1 L1 seeding including backup threshold.

If support triggers with looser electron LH cut are needed, please make a separate request. The NN options can be followed up when the performance is understood. Lastly, we should follow up (on JIRA) on the need for lower threshold isolated photons if necessary -- or remove the corresponding Dev chains if not desired.
