Prevent DQ jobs from copying han output if there's a hancool failure

Peter Onyisi requested to merge ponyisi/athena:23.0-no-han-copy-without-hancool into 23.0

Prevents a failure mode that causes retries + a bit of confusion for DQ users afterwards, caused by the new coolflask server being "busy" (the failures will still occur but additional cleanup will not be necessary).
