Update default geometry and conditions for trigger

Savanna Shaw requested to merge sshaw/athena:trig-geo-cond into 23.0

Switching the defualt geometry and conditions used for the trigger in data to ATLAS-R3S-2021-03-02-00 and CONDBR2-HLTP-2023-01.

The update to the geometry can cause some small changes in muon reconstruction, in practice this affected only one very low pT muon chain in the CI tests. Updated the reference accordingly.
