Restore the RPC RDO in the ESD stream
The RPC RDO are needed for trigger readout timing calibration. They where removed from the ESD output when moving to the new configuration.
This MR is restoring the container, with a configuration flag.
It's urgent to include this MR in the Tier0 processing because time calibration on the express stream is crucial for Muon L1 trigger of the data taking just re-started.
