ATR-27397: Fix missing Hypo Tool config for SP only MinBias chains

This MR fixes issue reported in ATR-27397. The config for chains HLT_mb_sp_* performance chains for HLT_mb_sptrk_* was missing.

What is not clear to me why we do not see such an error in legacy test as well. This code shared. Presumably it has something to do with how default properties are handled in two config systems.

Fixing this uncovered another issue in this test. Related to jest & calo. To be addressed in next iteration. FI. @asmaga @jkremer @kciesla
