MUCTPI DQ fixes (veto, bins, minstats)

Fixing a number of bugs on the MUCTPI DQ tier0 plots. Namely:

  • skipping veto'd candidates
  • apply MinStats to a certain dqm algo
  • fix bin range
  • extra printout for one error case
