change to building eTowers via eFexTowers by default

Will Buttinger requested to merge will/athena:efexSimUpdate into 23.0

This MR is to test what impact, if any, there is from enabling the eTower construction via eFexTowers, i.e. deprecating the eTowerMakerFromSuperCell algorithm
