move to ca for id art tests

Update all the ID ART tests to CA for both rel. 23 and 24. Use Zprime to for IDTIDE tests. The RDO and configurations are following MC23a which is validated. The reference for rel. 23 and 24 are also updated. Everything looks fine from several local tests. This MR should also go into master.
