Fix CutFlow in IDTIDE

Hotfix CutFlow in IDTIDE:

  • add missing CutFlowSvc configuration
  • prevent CBKs appearing in ESD and AOD (note that all special formats running in one job will still have them).

This will be properly fixed once !61980 (merged) will get merged to avoid too many conflicts.

Related to ATLPHYSVAL-939.
