LAR SuperCells HVcorr fix

Pavol Strizenec requested to merge pavol/athena:LArDB_fixes_4 into 23.0

This introduce the usage of layer weights, when computing the HVcorr for the SuperCells. It is not used in standard reco, only in conditions preparation workflows.
