Replaced all Bins_Greater(Less)Than_Threshold algorithms with just GatherData

Per Daniel Conny Johansson requested to merge perj/athena:ID_DQ_WD_fix into 23.0

As these algorithms does not work after recent central changes, empty histograms, I have for now just replaced them with GatherData. These histograms are needed for DQ sign off!
