Reorganize python files in ActsConfig package

Carlo Varni requested to merge cvarni/athena:CleanActsConfigPackage into master

follow up MR to simplify the JO configuration files for ACTS packages. With this MR Tool and algorithm for the same tracking component are in the same file. e.g. Seeding Tool and Algs.

Also changed the name of the following files (that only have tools) to remain consistent with the rest:

  • ActsTrkTrackParamEstimationToolConfig -> ActsTrkTrackParamEstimationConfig
  • ActsTrkPriVtxFinderToolConfig -> ActsTrkPriVtxFinderConfig
