add HI optimized track selection

Adding HITightOptimized and HILooseOptimized pre-defined track selection cuts. The threshold for d0 and z0SinTheta have fine binning in eta and pT, providing better track reconstruction efficiency and lower fake rate than the current HITight and HILoose.
