Move HI reco setup up

Petr Balek requested to merge pbalek/athena:hi-move-reco-up into 23.0

Moves setup for heavy ion reconstruction up in RecoSteering.py, so it will be more intuitive. The HI config provides (technically, will provide after !62476 (merged)) input for HI egamma reconstruction.
