Update several IDGlobal DQ axis ranges and labels

Makayla Vessella requested to merge mvessell/athena:dqLowECMDev into 23.0

This MR fixes a very small bug in the axis labels of the PV y and z error distributions, as well as bumps up some of the axis ranges of the nVertices distributions to be better for Run 3 conditions.
