add inner-coincidence plots to TGC offline DQ

This is to add DQ plots to TGC offline DQ package. They will be used for the commissioning/monitoring of the tile and NSW coincidences with TGC Big Wheel. As we need to activate these coincidences in the data-taking, we want this update in the release as soon as possible.
