Update Calibration Hit Configuration Code

Update to provide two configuration functions, depending on which type of calibration hit energy the user wants to use. I believe these also better adhere to the CA recommendations now. Also includes two bug fixes to the calibration hit calculation config code for topoclusters and particle flow. They now correctly specify that the algorithms should depend on the presence of the AllCalo cell container. This prevents some crashes in MT mode. None of the c++ this is configuring is used in standard production workflows, except for a small number of JetETMiss MC production requests. No change in AOD/ESD output is expected.
